The best way to do this would be to start by occupying all the tiles that are closest to your base.

If a tile is relatively nearby, you will not consume as much Stamina as you would by marching towards a tile that is 10 minutes away. As a result, you can use that Stamina to conquer a larger number of tiles which you can later dismiss.
